Recognising the business planning issues resulting from Reach (regulation evaluation and authorisation of chemicals) Refac has developed a structured and costed Only Representative (OR) service

Refac has launched a fully costed, comprehensive 'Reach Only Representative Service' This will enable manufacturers and distributor companies working outside of the EU to comply with the EU Reach regulation to ensure business continuity

For non-EU manufacturers the Reach regulation requires them to have a representative in the EU and to provide comprehensive data to support the registration of a product through the Reach process.

The EU representative can be via a legal entity of that company based in Europe, via one of their European based distributor companies or by an independent company acting as 'Only Representative'.

By appointing an OR the non-EU manufacturer retains the most control over business sensitive information and distribution channels.

Retaining confidential business information is a key issue under Reach.

As Refac is not a commercial company in the chemical industry, this confidentiality of data can be assured and full control over distribution channels and choice of importer can be maintained by the non-EU manufacturer.

According to the regulation, the Only Representative shall have sufficient background in the practical handling of substances and the information related to them (Reach Article 8.2).

Refac's technical support team is able to demonstrate many years of industry expertise in regulatory affairs and the safe handling of chemicals.

Through the OR service, Refac will take on the responsibility of the registration process for the non-EU company.

Refac will collect, prepare and submit the required pre-registration information to the European Chemicals Agency (ECHA) to meet the December 2008 pre-registration deadline and provide the subsequent services to comply with the full Reach registration process.
